The NIH has released its own summaries of two of the stakeholder meetings that preceeded the September 3 release of its draft plan. One is the August 30 meeting with "scientific community representatives" and the other is the August 31 meeting with "public interest community representatives".

I recommend the OA tracking project (OATP) as the best way to stay on top of new OA developments. You can read the OATP feed on a blog-like web page or subscribe to it by RSS, email, or Twitter. You can also help build the feed by tagging new developments you encounter.
