CLIWOC, Climatological Database for the World's Oceans 1750-1850, is a European-Union funded project to gather data from ships' logbooks found in archives of several European countries and "make freely available for the scientific community the world’s first daily oceanic climatological database for the period 1750 to 1850." Removing the barriers to serious research.
I recommend the OA tracking project (OATP) as the best way to stay on top of new OA developments. You can read the OATP feed on a blog-like web page or subscribe to it by RSS, email, or Twitter. You can also help build the feed by tagging new developments you encounter.
