The University of Pretoria Library Services launched Accredited Open Access Journals South Africa, a list of OA journals which are accredited by the South African Department of Education and thus eligible for its university subsidy scheme. The resource lists nearly 600 journals and includes information such as language(s) published and publication fee, if any.
SURF launchedopenaccess.nl, an English-language resource about OA for Dutch researchers.
IssueLab announced its Research Remix Contest, to make a video from an OA research report posted on IssueLab. Prizes include a netbook and a digital video camera.
Concordia University launched its IR, Spectrum, with 6,000 full-text theses and dissertations.

I recommend the OA tracking project (OATP) as the best way to stay on top of new OA developments. You can read the OATP feed on a blog-like web page or subscribe to it by RSS, email, or Twitter. You can also help build the feed by tagging new developments you encounter.
