The Cornell Open-Access Publication (COAP) Fund will underwrite processing fees for scholarly peer-reviewed articles in open-access journals for which funds are not otherwise available. The Cornell fund starts with a fixed amount ($50,000) and states that funding will be "first-come, first-served". (Harvard hasn't announced how much money it's committing.)
The Cornell fund specifically calls itself as a "pilot project" with the possibility to be continued.
Cornell encourages, but doesn't require, that the funded publication be deposited in a Cornell repository. (Harvard requires it.)

I recommend the OA tracking project (OATP) as the best way to stay on top of new OA developments. You can read the OATP feed on a blog-like web page or subscribe to it by RSS, email, or Twitter. You can also help build the feed by tagging new developments you encounter.
