Behemoth is a new, peer-reviewed OA journal of civilization from Leipzig University. (Thanks to NuT.) The inaugural issue is now online, with articles in German and English. Here's a little more on its topic:
Behemoth - A Journal on Civilisation focuses on the general problem of fading and/or failing statecraft and the consequences resulting out of it. It aims to discuss notions of risk and order within societies where state institutions gradually lose or have already lost their integrative power. Removing the barriers to serious research.
I recommend the OA tracking project (OATP) as the best way to stay on top of new OA developments. You can read the OATP feed on a blog-like web page or subscribe to it by RSS, email, or Twitter. You can also help build the feed by tagging new developments you encounter.
