BMC Research Notes is a new, peer-reviewed OA journal published by BioMed Central. Research Notes will publish "scientifically sound research across all fields of biology and medicine, enabling authors to publish updates to previous research, software tools and databases, data sets, small-scale clinical studies, and reports of confirmatory or 'negative' results ... descriptions of incremental improvements to methods ... short correspondence items and hypotheses." BMC Research Notes provides a home for short publications, case series, incremental updates to previous work, results of individual experiments and similar material that currently lacks a suitable outlet. The intention is to reduce the loss suffered by the research community when such results remain unpublished. ...

I recommend the OA tracking project (OATP) as the best way to stay on top of new OA developments. You can read the OATP feed on a blog-like web page or subscribe to it by RSS, email, or Twitter. You can also help build the feed by tagging new developments you encounter.
