Middle East Technical University (Turkey). Here's its OA policy as listed in ROARMAP: "[T]he University...require[s] their researchers to deposit a copy of all their Masters and Ph.D. theses, published and refereed articles in the Institutional Repository of Middle East Technical University, if there are no legal objections, [and] encourage[s]...their authors to publish their research articles in open access journals where a suitable journals exist and provide[s] the support to enable that to happen."

I recommend the OA tracking project (OATP) as the best way to stay on top of new OA developments. You can read the OATP feed on a blog-like web page or subscribe to it by RSS, email, or Twitter. You can also help build the feed by tagging new developments you encounter.
