ICSTI and CODATA have launched a Prototype Portal on Permanent Access to Scientific Data and Information. From the site: 'The primary task of this portal prototype is to raise the visibility of the issues related to the permanent access to scientific data and information internationally. The objective for the portal, when operational, is to provide information about and links to: [1] Scientific data and information archiving procedures, technologies, standards, and policies; [2] Discipline-specific and cross-disciplinary archiving projects and activities; and [3] Expert points of contact in all countries, with particular attention to those in developing countries.'

I recommend the OA tracking project (OATP) as the best way to stay on top of new OA developments. You can read the OATP feed on a blog-like web page or subscribe to it by RSS, email, or Twitter. You can also help build the feed by tagging new developments you encounter.
