JISC has launched a grant program for open access publishing. It invites proposals from "academic publishers or learned societies looking to move to an open access model for their journal(s)." The grants will go to a small number of applicants who "agree to waive open access submission and publication fees for UK HE staff for a one-year period." I recommend the OA tracking project (OATP) as the best way to stay on top of new OA developments. You can read the OATP feed on a blog-like web page or subscribe to it by RSS, email, or Twitter. You can also help build the feed by tagging new developments you encounter.
